The Ferguson Planning & Development Department is responsible for all planning, zoning, and economic development in the City. The Ferguson Neighborhood Improvement Program (FNIP) which provides housing assistance to homeowners is also organized within the Department of Planning & Development, although they are a separate legal entity. 

Department of Planning & Development provides technical assistance to the Plan Commission in reviewing proposed site plans and requests for special use permits or rezoning.  

Additionally, the Department undertakes long-term land use planning, economic development and community development project planning and implementation. Many business recruitment, retention, and assistance programs are available.
